Travelling to England this September.. Need help!

Hi guys! I am planning to go to England this September after I graduate for 2 weeks. I was wondering when I purchase a vacation package, this only includes Flight and Hotel Reservations am I correct? So does this mean I have to book my tours when I get there? Also, any places or ideas of where to sightsee would be brilliant. Maybe not just sightsee but attend some concerts, opera, and the lot (I'm more of a Classical music type of person so feel free to pitch in any ideas you think is good) In addition roughly how much will it take me back in terms of budget? I am planning to use around $3k CAD. Would that be enough, too much or I will need more? Thanks in advance!!

My favorite place in U.K is London because is the most amazing and romantic city. There’re lots of historical places its majestic stately houses, tranquil green parks and zoo, interesting museums and art galleries and active shopping centers with all the main stores, specialist shops and markets I really love to go there.

Moreover, there outstanding wax museum of Madame Tussauds you can see lots of wax sculptures and you can’t believe it really seems likes human being.
